Action Required
Help prevent corruption in Illinois government! Take a minute to submit a witness slip supporting HB4591 by 2 pm on Wednesday, March 20.
HB4591 would require more transparency for the financial dealings of lobbyists and strengthen enforcement of ethical lobbying practices.
Witness slips are a quick and easy way to help show support for the bill. Here are some tips:
In Section I, fill out your information. In the 'Firm/Business or Agency' and 'Title' boxes, enter "Self"
In Section II Representation, enter “Self” into the box
In Section III Position, mark "Proponent"
In Section IV Testimony, mark "Record of Appearance Only"
The Illinois House Ethics & Elections Committee will meet Wednesday, March 20, 2024 2:00 pm to discuss HB4591.
Background
The Secretary of State’s office maintains lobbyist registrations and statements of economic interest filed by public officials. HB4591 would enable the Secretary of State’s office to investigate allegations of wrongdoing and suspend or revoke a lobbyist’s registration.
The bill also requires lobbyists to report the amount of compensation they receive and the source in bi-monthly reports. In contrast to federal requirements and ethics laws of the City of Chicago, lobbyists at the state level currently do not have to disclose how much clients pay them.
This bill is supported by the Better Government Association, which regards unchecked lobbying activity as a contributor to corruption in Springfield.
